Make sure your pollution overlay map in info view says you have 0% water pollution. even 1% water pollution can be fatal to your whole city. WebIt's just poor planning on CO's part for not thinking outside of the box and creating the effects of those mods from the get-go. Also get the Random Cims Move-In Age mod, and the Early Death mod. They both significantly (and together completely) eliminate death waves. With them, you'll have people dying more often.

I can vouch for it, as I had a major problem in one area of my city, with skyscrapers etc and there were major traffic jams there, plus a big detour.
